School of Agriculture and Natural Resources, University of Phayao, Hosts Public Engagement Forum for ITA Assessment 2025
On February 23, 2025, the School of Agriculture and Natural Resources, University of Phayao, led by Asst. Prof. Dr. Wipornpan Nuangmek, Dean, along with the Vice Deans, faculty members, and staff, organized a public engagement event to gather feedback from external stakeholders on the university’s operations. This initiative is part of the Integrity & Transparency Assessment (ITA) 2025, which evaluates the ethical standards and transparency of public sector organizations.
The event took place at Room CE10206, Central Classroom Building, University of Phayao, and was also conducted online. Participants included university personnel, anti-corruption officers from the National Anti-Corruption Commission (NACC), students, entrepreneurs, business owners, and service users. Attendees were invited to share their perspectives on the university’s operations, and data was collected following the External Integrity and Transparency Assessment (EIT) framework.
Objectives of the Event
Provide an opportunity for service users and stakeholders to express their opinions on the university’s operations.
Utilize collected feedback to improve operational transparency and ethical governance.
Strengthen collaboration in anti-corruption efforts and promote broader stakeholder engagement.
Towards the end of the event, NACC officials conducted further assessments with students, entrepreneurs, and service users via Microsoft Teams as part of the ITA evaluation process.
Outcomes and Future Directions
The University of Phayao has assigned the Planning Division to compile and analyze feedback from the event. The findings will be presented to the University’s Risk Management and Transparency Committee to guide improvements in key areas, including:
Enhancing personnel work standards
Improving communication and service efficiency
Strengthening public information dissemination
Optimizing online service platforms

วันที่ 23 กุมภาพันธ์ 2568 คณะเกษตรศาสตร์และทรัพยากรธรรมชาติ มหาวิทยาลัยพะเยา นำโดย ผศ.ดร.วิพรพรรณ์ เนื่องเม็ก คณบดี พร้อมด้วย รองคณบดี คณาจารย์ และบุคลากร จัดกิจกรรมเปิดโอกาสให้ ผู้มีส่วนได้ส่วนเสียภายนอก ร่วมสะท้อนความคิดเห็นเกี่ยวกับการดำเนินงานของมหาวิทยาลัย ตามกระบวนการประเมินคุณธรรมและความโปร่งใสของหน่วยงานภาครัฐ (Integrity & Transparency Assessment: ITA) ประจำปีงบประมาณ 2568
กิจกรรมจัดขึ้น ณ ห้อง CE10206 อาคารเรียนรวม มหาวิทยาลัยพะเยา และผ่านระบบออนไลน์ โดยมีผู้เข้าร่วม ได้แก่ บุคลากรมหาวิทยาลัย เจ้าพนักงานป้องกันการทุจริตจากสำนักงาน ป.ป.ช. นิสิต ผู้ประกอบการ ร้านค้า และผู้รับบริการ ทั้งนี้ได้ดำเนินการเก็บข้อมูลการประเมินจากผู้เข้าร่วมตามแบบวัดการรับรู้ผู้มีส่วนได้ส่วนเสียภายนอก (External Integrity and Transparency Assessment: EIT)
วัตถุประสงค์ของกิจกรรม
เปิดโอกาสให้ผู้รับบริการและผู้เกี่ยวข้องแสดงความคิดเห็นต่อการดำเนินงานของมหาวิทยาลัย
นำข้อมูลที่ได้มาประเมินและพัฒนาแนวทางปรับปรุงการดำเนินงานให้มี คุณธรรมและความโปร่งใสยิ่งขึ้น
เสริมสร้างความร่วมมือในการต่อต้านการทุจริต และเพิ่มการมีส่วนร่วมของทุกภาคส่วน
ในช่วงท้าย เจ้าพนักงานป้องกันการทุจริตจากสำนักงาน ป.ป.ช. ได้จัดเก็บข้อมูลจากนิสิต ผู้ประกอบการ และผู้รับบริการผ่านระบบออนไลน์ (Microsoft Teams) เพื่อใช้เป็นส่วนหนึ่งของกระบวนการประเมิน ITA
ผลลัพธ์และแนวทางต่อไป
มหาวิทยาลัยพะเยาได้มอบหมายให้ กองแผนงาน รวบรวมและติดตามข้อเสนอแนะจากผู้เข้าร่วม เพื่อเสนอต่อที่ประชุมคณะกรรมการบริหารความเสี่ยงและความโปร่งใสของมหาวิทยาลัย เพื่อนำไปสู่การพัฒนาในด้านต่าง ๆ เช่น
ยกระดับมาตรฐานการทำงานของบุคลากร
พัฒนาประสิทธิภาพการสื่อสารและการให้บริการ
ปรับปรุงการเผยแพร่ข้อมูลสู่สาธารณะ
เพิ่มประสิทธิภาพการให้บริการผ่านระบบออนไลน์
คณะเกษตรศาสตร์และทรัพยากรธรรมชาติ มหาวิทยาลัยพะเยา มุ่งมั่นดำเนินงานตามหลักธรรมาภิบาล เพื่อให้บริการอย่างมีประสิทธิภาพ โปร่งใส และตอบสนองความต้องการของผู้มีส่วนได้ส่วนเสียทุกกลุ่มอย่างดีที่สุด
